Rule proposal 9: Player proposal limit (FAILED)

"A player may not pose a proposal if doing so would cause them to go below -20 points."

What do ya'll think? Prevents on player from making a bunch of proposals in a short amount of time, but on the flip side, can be used to "black list" players and prevent them from posing proposals. Any thoughts on how to tweak it?

I don't like this idea, but something to this effect would be nice. If we could do something minor with a tier system for the different types of proposals, that would be okay too.

If we wanted to limit the number of open propositions, why not have something like...

"No player may have more than three open rule proposals at once."

The points seem like the wrong way to go. We might use them for something else, and once you hit -20 under this system you're pretty much out of the rule-writing community, which is bad for a number of reasons.

I do not feel a system based on one's points is the correct course of action here.
